The interior window layer on planes, sometimes called 'section zero', is simply put there to protect the next one. The next one is the middle layer, where there's this little hole. This is also called a "ventilation hole"At the end is the outer layer which is the most important. Why is that? As an aircraft climbs, the air pressure in the cabin increases. At the same time, the compression system of the plane keeps the cabin pressure at a comfortable and safe level. What's that supposed to mean? Essentially, the two exterior windows of the planes are designed to withstand this pressure difference between the cabin and the external atmosphere.
Why is there this hole in the windows on the plane-windows?
The purpose of this small ventilation hole in the "middle layer" is to allow the pressure to balance between the cabin and the gap between the two windows (internal and external). Thus, the cabin pressure on planes during flight is applied only to the outer layer.
There is also another function of the hole in the plane-windows: To release moisture from the air gap and prevent frost from forming in the window or even blurring it.
